Newly adapted laws in Ukraine provides the empowerment for national energy regulator to choose the model of regulation, including incentive-based regulation model. Hence, the potential impact of specific regulatory approach over regulatory asset base needed to be projected in advance. The project prepared an analysis of regulatory practices applied during the period of transition in CEE countries in the area of regulatory asset base and regulatory rate of return establishment for district heating utilities. The results served as a basis for development of investment methodology and reviewing procedures that incorporate long-term network development planning
