Project was aimed to evaluate the proposed reform of heating production and auctioning policy and its consequences to the consumers and market participants. The reform aimed to introduce a full competition model to the heat production sector through heat auctioning (i.e. not covering related fixed costs through tariffs). The assessment was based on detailed economic modelling of heat production market in Kaunas (2nd biggest Lithuanian city) & methodological review of the methodology. Project deliverables comprised of assessment report, economic model & presentations to related third parties, including Energy committee of the Parliament of the Republic of Lithuania.
