The project was aimed to prepare the investment project for the modernization of Vilnius city DHS by installing one biomass-fired and one waste-to-energy-fired CHP plant with a combined total capacity of 88 MWe and 227 MWth, supplying electricity to the national grid and heat to the DHS in Vilnius. The plants will provide 413 GWh/y of electricity to the national grid and 1180 GWh/y of useful heat to the DHS in Vilnius, thus ensuring a reliable heat supply at lower than current costs.
The project involved the full cycle of market modelling, investment planning, forecasting, etc. and resulted in a review and full approval by all stakeholders: European Commission, EIB, JASPERS, local authorities. The estimated value of the project – EUR 350 million. The financing involved a EUR 190 million loan agreement with the European Investment Bank (EIB).
